has a very complex health care system based solely on the existence

Although Turkey's health care system has improved over the years, it has still not reached the quality levels that are desired. Many of the private hospitals have raised the quality of their physicians and medical equipment; however, many of the rural areas in the countryside suffer from little or no health service. The annual growth rate of GNP in Turkey is five to six percent but the health expenditures are only three to five percent of the GNP, causing many of the problems.

The social security system in Turkey is comprised of three different organizations including the Social Insurance Institution, Pension Fund for Civil Servants, and the Social Security Institution for the self employed. The Turkish Constitution states, "Every individual is entitled to social security and the State takes the necessary measures to create this confidence and organizes the organization." These measures will be further addressed as the government plans to move and unify all of these institutions into one organization.
